(Economic Watch) Xiamen boosts cross-border e-commerce cooperation and embraces “BRICS”

 China News Network, September 27 — The State Council Information Office held a regular briefing on State Council policies on September 27, and Wang Shouwen, international trade negotiator and vice minister of the Ministry of Commerce, said at the meeting that in order to give full play to the potential of cross-border e-commerce, the Ministry of Commerce has taken the following measures in the new round of foreign trade measures:

The first measure is to expand the scope of cross-border e-commerce comprehensive demonstration zones. In 2015, we established the first cross-border e-commerce comprehensive demonstration zone, and then the State Council approved 6 batches of cross-border e-commerce comprehensive demonstration zone, and the effect of this cross-border e-commerce comprehensive demonstration zone is still very good. For example, Hangzhou, Zhejiang Province is the location of the first cross-border e-commerce comprehensive pilot zone, which has cultivated 49,000 e-commerce sellers in the past seven years, registered more than 2,000 overseas trademarks, 23 leading enterprises worth more than US$100 million, and cross-border e-commerce import and export volume of more than 100 billion yuan. We should now learn from these good practices and prepare to add another batch of cross-border e-commerce comprehensive demonstration zones.

The second measure is to introduce policies to support cross-border e-commerce. Overseas warehouse is an important node of cross-border e-commerce B2B2C and is of great significance to the development of cross-border e-commerce. The Ministry of Commerce has put forward eight policies and measures to support the development of overseas warehouses, including the use of special funds for foreign economic and trade development and the service trade innovation and development guidance fund to support the construction of overseas warehouses, and optimize the filing of the supervision mode of cross-border e-commerce exports of overseas warehouses. Customs has also given a lot of support. We will also promote the national networking of information, realize “territorial filing, national use”, support overseas warehouses to optimize market layout, and play the function of multi-functional service platform more intelligently, and eight support measures for these overseas warehouses will be introduced soon.

The third measure is to cultivate market entities in cross-border e-commerce. In the first 8 months of this year, we have organized various cross-border e-commerce comprehensive demonstration zones to hold resource matchmaking promotion meetings, forums, salons, and training activities, with more than 1,000 sessions, training more than 60,000 cross-border e-commerce professionals, and we will continue to increase training in the fourth quarter. We have also issued 41 relevant standards in the field of cross-border e-commerce, including 11 national standards. We will continue to guide each cross-border e-commerce comprehensive demonstration zone to cultivate a number of key enterprises and well-known brands, and fully tap the advantages and potential of cross-border e-commerce.
